What about:

-People who aren't old enough to play it yet
-People only getting into gaming now who are curious about a landmark title in gaming history
-People who replay it because they liked it
-Possibly even people getting into game design who may study the game at some point

There's probably people who'll play for reasons I haven't though of but those are the ones that immediately spring to mind when I see daft logic like that.
I'll add a few:

-People who never played it because they didn't have a PC at the time
-People who played PC games but weren't old enough to really follow or buy their own games
-(Similar to your second one) People who only started playing PC games years after it was already relatively irrelevant but have an interest in seeing older games

Why not? It's not like sending out a bugfix patch for an engine (that they presumably know rather intimately) requires that much investment in the way of time or money.

The more pressing question that I have is if anybody truly still even cares about Half-Life 3. Like, honestly, it's not happening.

Ah yes, I quite enjoyed watching Casablanca within 20 years of its premiere even though I was born in 1990.
