No. Affordability credits are not the same thing as being allowed to participate in the public option. The U.S. Supreme Court has generally held (as of late) that unless there are specific provisions in a bill the terms 'individual' or 'person' apply to all people illegal immigrant or not. So there are plenty of loopholes to work in this bill.
