I'd create a full Terre d'Ange, from Jacqueline Carey's novels. For those not familiar, it's a revisionist history retelling of renaissance France where they live by the motto "love as thou will" - straight, gay, bi, multiple partners, etc. Prostitution is not only legal, it's a religious calling and sacred.

Also there is magic, although it mostly sticks to divine types in Terre d'Ange itself.

Seriously, if you want to read a great fantasy novel that takes place in France and is full of sex, adventure, and more sex, you should check out the Kushiel's Legacy series (starting with book 1, Kushiel's Dart). Great stuff.

I could live in Terre d'Ange for five years. Mmm....

Just run Civ 5 with mods that add in magic and mythical creatures and a mod that lets you drop in as your avatar character and experience the world first hand any time you like. There, you have magic, potential for sex with npcs, exploring historical settings, and eventually sci-fi.

(for the record, I've never played any of the Civilization series, so anything I got wrong is due to ignorance.
