Shin Chan - I think I've nearly busted a lung nearly every episode of this anime. Not for everybody, but I think everybody should at least give it a shot. Ridiculously funny.

Baka and Test - It's already been said before and I'll say it again. This show has some great, funny moments. Just an all around solid and fun anime.

Sora no Otoshimono - I love this anime. There is ecchi, but not too much as to ruin it. Lot's of funny moments, normally involving Tomoki's hilariously perverted exploits.

I would say either Cromartie High School or Sgt. Frog. I really enjoy both of those series. I didn't think I would get all that into Sgt. Frog, but I checked it out while it was on Netflix and...well...I loved it. I kinda wish it was back on Netflix, honestly.

Definitely going along with Azumanga Daioh. I can always pop that in for a few chuckles. I also really get a kick out of Gintama with it's off the wall humor, fourth wall breaking bits, and its awareness of anime tropes. Excel Saga is also good for a few laughs.

Something that did make me laugh uproariously is Cat Shit One. Not sure if it was meant to be as funny as I found it, but it just tickled my funny bone.

Going strictly with comedy series my favorite would have to be Full Metal Panic Fumoffu. Seeing Sosuke Sagara apply military "logic" to normal everyday situations just never gets old for me.

Other than that there's also

SGT Frog
Azumanga Daioh
Nichijou

Daily lives of High-school boys is probably the funniest anime I've ever seen. The literary girl is a skit in the first episode and it has to be seen to be believed.

The only anime that has ever generally made me laugh is the hip hop anime Samurai Champloo. It's not a comedy anime, but it by far has the best writing in an anime series.

Based solely on the series I own on DVD and/or Blu-Ray:

Shin-Chan - Besides Samurai Pizza Cats, it's one of those series that was dubbed abridged WAY before LittleKuriboh made abridging popular...

Tenchi Muyo - The rivalry between Ryoko and Ayeka never gets old for me...

Cowboy Bebop - It's not easy being a bounty hunter...

Excel Saga - This show just doesn't give a fuck!

Samurai Champloo - With a show like this, it does have its moments...

Baccano! - Damn does this show has perfect timing!

Haganai - Why do I find myself both laughing and (sometimes) agreeing with the dialogue in this anime?

If I were to include other anime series as well:

Azumanga Daioh! - Basically what Casual Shinji said...

Pani Poni Dash - "Ichijo Festival"

Lucky Star - "Lucky Channel" and then some...

Ichigo Mashimaro - Cuteness...

Black Lagoon - I think it's more "unintentional" than "intentional"...

Sayonara Zetsubou Sensei - Negativity CAN be funny!

Full Metal Panic FUMOFFU - I... I got nothing...

SGT Frog - Came for the Gundam references, stayed for everything else...

Haruhi-chan - Crank it up to chibi 11!

Nyaruko - Hilarity with the Chuthulu mythos...

Nichijou - Enough said...

Daily Lives of High School Boys: Each episode contains a few shorts. A lot of the jokes are based on the characters' attempts to live up to the pop culture image of high school boys. They display their camaraderie and mess with each other through performances. HULU is streaming it now.

Edit:

Runner-ups:

Samurai Flamenco: The narrative plays out like a Donkey Kong Country minecart level. As in, unconventional world building is used to entertain. The tracks are purposely broken up in a way that adds fun and still allows the cart to get from point A to point B. It relies on the same kind of character charm based humor Azumanga-Daioh uses.

Rowdy Sumo Wrestler Matsuro: Oh man. The first three episodes are excellent. It's currently airing on Crunchyroll, so I don't know how it will turn out. The main character is a breath of fresh air. He's an asshole. Now he's not the lovable, quirky, smartest guy in the room breed of asshole. He's an awful person, never learns a lesson, and his behavior is constantly rewarded.

It is the most tragic anime comedy I've seen.

Probably a tie between Nichijou and Detroit Metal City.
Totally separate styles of comedy but I love them both.

Your video link wasn't formatted right.

Anyway, yeah she gets better with every appearance. Steals the show. I still prefer Motoharu's scenes (the delinquent kid). I liked the deliberate way he handles himself based on who his with. It kept things interesting.

Another vote here for Azumanga Daioh, Lucky Star, Excel Saga, and perhaps Full Metal Panic: Fumoffu. Also Ouran High School Host Club.

*Great Teacher Onizuka (dubb). [School comedy with a delinquent teacher].

*Jungle wa Itsumo Hale Nochi Guu (sub). [Fast-paced insanity that defies logic or meaning].

*Excel Saga (Funny in ALL languages). [Fast-paced insanity that defies logic or meaning].

*Gintama (Sub). [What should I call this? Edo Style Reverse Steampunk?]

*Slayers (Any language). [Dungeons & Dragons. A shame it never got an RPG game].

*Lost Universe (Sub only. The dubb murders the humor). [Sci-Fi].

*Jubei-Chan (Sub. Season 1 only, season 2 is horrible). [Slow-paced insanity that defies logic or meaning].

*Bokusatsu Tenshi Dokuro-Chan. (Sub. Season 1 only, season 2 took everything good about season 1 & threw it out the window). [Fast-paced insanity that defies logic or meaning].

*Master of Mosquiton 99. (Sub. Not to be confused with the alternate universe OAVs). [Kinda like the DarkStalkers cartoon, but actually good].

*Azumanga Daioh (dubb). [Girls-only school].

*Colorful (dubb). [Mockery of ecchi].

*Sukigake Cramortie High (dubb). [Boys-only school].

*Special Duty Combat Unit Shinesman (The bad dubb amps up the comedy). {Power Rangers/Sentai spoof].

*Photon: The Idiot Adventures (The bad dubb improves the comedy 11 fold). [Sci-Fantasy].

*Original DiGi Charat (Sub. Not to be confused with the "Nyo" & "Panyo Panyo" spinoffs, which aren't nearly as good). [5 minute episodes, pseudo-scifi].

*Boku Patalliro (sub). [Retro, BL, action, spies, assassins].

*Super Gals (Dubb has much better voice acting, but was not so faithfully translated). [Girl Power].

*High Score (sub). {5 minute episodes, morbid school comedy].

*Anything by "Takashi Taniguchi." [5 minute episodes, dry bizzare humor, so-bad-it's-good].

*Full Metal Panic Fumoffu (dub). [A story about a violent girl & an idiot soldier].

*Dead Leaves (sub). [Fast-paced sci-fi insanity that defies logic or meaning].

*Gokusen (sub. Avoid the J-drama like the plague). [The lovechild of GTO & Cramortie High, with a female protagonist].

*Happy Lesson (any language). [Unwanted harem. Very very unwanted].

*Dragon Half [Like an ecchi parody of Slayers characters mixed with Lum. The manga is way longer].

*School Rumble [A school comedy that stomps on your expectations].

Slow dry humor vs fast-paced quirky humor:

Cromartie High has got to be the best comedy both in the japanese and english dubbing. The japanese one only really works if you're big on stuff like Fist of the North Star though.

Shin Chan's funimation dub where they threw out the original script entirely and just had fun making shit up as they go.

JoJo's Bizarre Adventure in a way that I'm not entirely sure if Araki was totally serious when he wrote some of this stuff.

Well, it's not a comedy, but the original Hunter X Hunter had some great comedy execution in it. It's a show with real charm, so the characters have great chemistry, and some of it you can really relate to.

Like when all the characters go into shock horror when Paper Test is mentioned, lol

Or just some of the faces they pull through discussions or putting on an act.

I wish it never ended
