Them, or the Obliterator squads from Dark Crusade. They are tanks with firepower, but not physical prowess.

No Fuel Rod or Rocket Launcher? Prepare to eat giant metal shield. Not to mention the Fuel Beam they had, as opposed to the less-powerful launchers in the original game. And the wider shields.

Alpha Skags from Borderlands (wonderful game),
for those of you who have not played borderlands this is an Alpha Skag.
Its not so much fun when you have to take down two of these and a Flaming Badass Skag (the FBS is slightly biger than an alpha skag....and on fire!) all at once.
Gears of War Butcher. The most pointless enemies ever. I've never seen them kill anything but they are so fun to melee and fuck with.
