I really like Slade from Teen Titans.

Calm, cool, mysterious, genius, mastermind, awesome fighter, and has the best plan for getting rid of your enemies; recruit them!

Now that's what I call a bad guy!

The Joker, without a doubt. Unpredictabel and unstable on the surface but having his act together in the meanwhile, love those kind of villains.

Disney: Gaston from Beauty and the Beast and Maleficent from Sleeping Beauty
Games: Pyramid Head from Silent Hill 2 (AND ONLY Silent Hill 2) Orochi from Okami, Sephiroth from FFVII, Lloyd from Legend of Dragoon and Ares from God of War 1.
Anime: Duskmon from Digimon Frontier, Griffith from Berserk, Legato from Trigun, Vicious from Cowboy Bebop, Light from Death Note, *SPOILER* Dante from Full Metal Alchemist... this particular list could go on forever...
Other/Movies/Cartoons: The Joker (specifically, Mark Hamill's Joker from Batman TAS) Macbeth and Demona from Gargoyles, Harley Quinn from Batman TAS... and others I can't really think of off the top of my head.

I love villains.

I liked the crazy onomatopoeia villain from the Batman: Cacophony graphic novel. He never says anything except repeating the comic book noises being made around him.
Yah, Kevin Smith really did that character well. I'm anxious to see what comes next in The Widening Gyre. Still gotta go with Grant Morrison's Dr. Hurt from Batman & Robin though.

Thulsa Doom atm.... I like my villains verbose and kinda old timey.

Bonus points for anyone pointing me in the direction of more particularly verbose baddies.

I'd have to say The Joker, Darth Vader or Agent Smith. It's too hard to choose between them, they're all awesome on their own way.

Games wise, Revolver Ocelot from the Metal Gear Solid series definitely.

Kane from the Command & Conquer series is a close second, though.

Comics - Simon Hurt... his costume doesn't hold up to most comic book characters' but he's awesome as hell... especially since he could be from hell for all we know.

Movies - Palpatine. "Unlimited Power". Need I say more?

Games - Jack of Blades, purely for the concept of the mask itself being the villain.

Comics: The Riddler. I always liked him slightly more than The Joker when I comes to Batman. His character seemed slightly more realistic (the idea that an extremely intelligent person would feel far superior to his fellow humans and thus try and outdo them every opportunity he got) and who doesn't like a good riddle?
Games: Ganondorf (for obvious reasons), Dutch Van Der Linde from Red Dead Redemption (for the small amount of time he was featured, he came off as an extremely messed up person, but somehow, at the same time, a tragic figure), and Sovereign the Reaper Ship from Mass Effect based solely on the fact that by himself, he almost destroyed the Citadel and brought about the end of the universe.

The Lich King - Warcraft

I also love Caesar from Fallout: New vegas, i actually hated the Legion from the start but when i met Caesar he actually won me over to his way of thinking. I'm still going to go with the NCR but i'll have to ally with The Legion on my next playthrough.

I have a top 5.

5. Judge Claude Frollo (hunchback of notre dame)
He is a lustful, cruel and evil person...all while serving the cross....and he has one of the best villain songs.

4. Colonel Koobus Venter (District 9) A armed to the teeth PMC colonel who loves killing aliens....whats not to love?

3. Skynet (the terminator series) An AI who has become self aware and has come to the conclusion that humans are infective and need to be replaced by robots....and uses the unstoppable robot army at his disposal to wage war with all humans....yeah...thanks Dr. Miles Dyson.

2. Dinosaurs (Jurassic park series).....they are dinosaurs...they will FUCKING EAT YOU.

and my number 1 favorite Villain is

1. Director Kakuzawa (Elfen Lied)
This is a guy that you just hate...you would shoot him in the face if you could. He is the head of the research center at 70+ years old performing experiments on Diclonius. His and his son's aim are to gain power as "kings" of the Diclonius race, which would wipe out humanity and replace it entirely. He is someone i just hate because with Lucy being a character you feel bad for and the way he treats diclonious and imprisons them...you just hate him, he is a villain that you love to hate. and that's why he is my favorite villain of all time (so far)
