Insurgency Pack in Splinter Cell Conviction. There's a lot of DLC I liked, so it's hard to choose. But my favourites would be:
-The Shivering Isles from Oblivion, because it's always awesome to become the master of the world (even if it's a small one);
-Broken Steel from Fallout 3, because the level cap was raised and you could continue the game after the original ending;
-Old World Blues from Fallout New Vegas, because the weapons in it were really useful and it give you a handy and awesome house, which can be accesed almost anytime, even after the DLC.
-The Shivering Isles from Oblivion, because it's always awesome to become the master of the world (even if it's a small one);
-Broken Steel from Fallout 3, because the level cap was raised and you could continue the game after the original ending;
-Old World Blues from Fallout New Vegas, because the weapons in it were really useful and it give you a handy and awesome house, which can be accesed almost anytime, even after the DLC.
Operation: Anchorage for Fallout 3. I know it wasn't the longest nor the most fun DLC for that game (it was still VERY fun, just not the best of them as far as gameplay goes) but in my opinion it had the best loot. I know some people will go on about the loot from Broken Steel and The Pitt, but O:A's story was literally based around getting loot. If you haven't played/beaten O:A then the loot includes;
(Winterized means that the item has a ridiculous amount of item health ergo it doesn't degrade nearly as quickly as a normal item would)
Non glitch:
Unique items [Gauss Rifle
Trench Knife
Shocksword
Winterized T-51b armor
Stealth Armor (if a set of Defias Armor from WoW and a Stealth Boy had a baby)]
and a bunch of other non unique but still fairly rare items including a Fat Man and all kinds of work horse weapons, namely Chinese Assault Rifles
Items you can get by doing a simple glitch:
Winterized Combat Armor
Pseudo winterized weapons (Sniper Rifle, Assault Rifle, SMG, 9mm Pistol, Missile Launcher) all of these are possible to obtain by doing yet another simple glitch.
So yeah, I love me some worthwhile loot, and O:A had the most and best loot as far as I'm concerned in all the Fallout 3 expansions. I know the Enclave Hellfire armor is statistically better than the T-51b, but if the T-51b is winterized it because far more valuable because you never have to worry about repairing it.

Lair of the Shadow Broker was blissful for me. God...I smile just thinking about that content. It has hands down the best action in the Mass Effect series so far and a great story to go with it. And the ending moment with Liara if you have an ongoing relationship with her was actually moving.
How can anyone not like Old World Blues, though? It has Toaster!

Well, a bunch of people already said Lair of the Shadow Broker, so I guess I'll pick another favorite.

Secret Armory of General Knoxx. Added TONS of great playtime (at least 10+ hours, more if you're a completionist) awesome weapons, an awesome super boss fight, coupled with the fact that it is one of the funniest things I've ever seen. The writing for General Knoxx was simply hilarious.
Ninja'd (I think that's the proper term ^_^) I was going to say that too, not only is it practically another game, but its just so interesting. A land where every living soul except for the guards and Sheogorath (sp) are either manic or inflicted with dementia, the creatures are great, the quests are amazing, and the world is just breathtaking. I didn't mind having to walk all the way across from the city/ castle to the next quest, simply because I could take in the view. Oh. And that staff or spell (my friends borrowing and I don't remember) that freezes everything for like 30 seconds ^_^Rule Britannia said:
