Ah, Steven Blum has been done to death on this thread. I guess it goes without saying that I don't need to mention him too 
Besides him are Keith David (Goliath from Gargoyles and Arbiter from the Halo series for a few easy references) and Wes Johnson (Lucien Lachance and Mr. Burke, as well as a variety of other voices in Bethesda games).
Edit: BTW, did anyone know John DiMaggio also did the Scotsman from Samurai Jack?

Johnny Yong Bosch and Mary Elizabeth McGlynn have got to be the most iconic voice actors evah.
+1 honorable mention for Rob Paulsen both because as Pinky he has prevented the conquest of Earth more times than Superman and because "his name is Robert Paulsen".

My favorite? It'd have to be Liam Neeson for his performance in Fallout 3.

Whoever they got to be the G-Man in HL2. Such great speeches, and so otherworldly, like he's still figuring out how human speech is supposed to work, which really makes his monologues all the more memorable. Rise and shine...
Many of those mentioned aren't really voice actors but actors who have lended their voices to characters. Liam Neeson for example, excellent voice but he just used his normal voice. A voice actor is somone who can act with their voice not just speak... am I being clear or am I rambling for no reason?

Billy West, (Fry, Farnsworth, Zoidberg inter alia, Ren, Stimpy, Doug, many of the Loony Tunes.)
Rob Paulsen, (Pinky, Yakko.)
Maurice LaMarche, (Orson Welles, The Brain, a hundred Futurama characters including the Scary Door guy.)
Richard Steven Horvitz, (Zim, Raz from Psychonauts, many Nickelodeon and CN characters.)
Dan Castellaneta, (Do I even need to say?)
Patrick Warburton, (I know he pretty much only does the one voice but I think it's cool.)
Seth MacFarlane, (Again, don't need to say. Don't like Family Guy or his other shows but he's a decent voice actor for certain.)
Aaand many more, (David Herman for example,) but I'm not bothered to list 'em.
