Not sure really. Saints Row: The Third seems to come close to my idea of perfect though.
What bothered me the most about Saints Row 2 was the scarce amount of missions(i don't count the activites 'cause they ran out of entertainment value pretty quickly) and the small music library. So from the looks of things i'd say Saints Row: The Third is my perfect sandbox.
I'd say Assassin's Creed came close to being my favourite but then i remembered some of the bullshit sidequests, the street performers, the main character of the series who kinda sucks and all those fucking white lights O.e
