If we're looking at it from the game's logic, that wouldn't allow you to go anywhere, it would just let you teleport away from danger, or teleport back home at any time.

I would go for Dragon dance. All I have to do is do a little a dance and I suddenly move faster and get stronger? Sounds like win to me.

I'd learn "Strength" - it just seems like it could come in really, REALLY handy more often than most Pokemon moves; "Oh, you need that car moved? No problem, let me get that for you" *Lifts car overhead with relative ease*; yeah, that's pretty cool.
