It cost that much to buy the bunker, let alone install it. I plan on building one myself, even if I do all the manual work myself, renting a backhoe $200, buying the metal bunker $700-$1000 (and that is small), getting permits and legal fees are at least another $500.
Food that is dried (To last years) is expensive (I swear $10/MRE really). Water and water storage is also expensive (mainly the storage.
I would be impressed if you were able to spend less than $5000 on a quality survival plan.
