You know, Microsoft, the piracy wouldn't exist if you just let people mess about a little. Seriously, you create your own problems.

Anyway, from here:

http://www.xbox.com/en-US/Developers/faq

Q: I am a student and want to learn on a dev kit, how or where do I get one?
A: We currently do not offer dev kits to students or Universities. Dev kits licenses are only offered to professional game development companies that have passed our rigorous qualification process.
Ouch. I'm not a game developer, so I can't tell if this is gonna be a hindrance to any small-time devs that just want to make small Indie titles. At least Microsoft is making the console more accessible to its third-parties for development, but way to open the door for any smaller groups and them immediately slam it in their face.

It's funny, my gaming laptop can be used as a developer console... provided I'm willing to spend another 6 months of my life with absolutely nothing to show for it.

If memory serves me right, Sony only ever sued a handful of people, they never went after the casual modders that were stupid enough to go online with their modded console. Even when people go online with their modded consoles they get a notification email asking them to remove unauthorized software from their console before they ban their account or hardware.
the problem is that there courts mad enough following laws mad enough to actually rule in Sonys favor. If i buy a console i can mod it whatever way i see fit.
And if you so desire, you can mod the living daylights out of your consoles.

The only thing Sony tried to stop were people who were enabling other people to mod consoles. Thinking that a company will sit idly by as people are cracking open their products and paving the way to piracy is rather naive.
Sony should not have a right to stop people who were enabling others to mod thier consoles. They should have been HELPING the person. Thats like fining you for showing how you can change a tire on your car.
The products are NOT theirs. They signed a sale contract. the product is MINE and they have no claim to it whatsoever. If i want to mod it i can do it to hearts content. Except, of course, if i am in videogame console stuff, because thats the only product where thats illegal.
Moding your console is as much paving way to piracy as showing people how to change a tire is paving way to tire thieves.

*is now curious about how a dragon can professionally obligated to purchase an Xbox One*
You will have to remain curious. I was going to practice video production by helping to produce a game review podcast (something to put on a resume if nothing else), but recent developments have all but killed that prospect.

Silver lining: I don't have to even look at an Xbone now.
