Its probably a big difference for some people but I highly doubt its as universal as claimed. I have friend who can see the difference now that he has been able to play pc games but for him it was a learned skill and he could only see it when it was pointed out to him. But for me I have never been able to see the difference other than like Jadak says, slight like changing brightness.
The best analogy is to compare it to car culture and how some people just have a natural or learned felling for knowing a car inside and out just by driving it where as others just know, Slow, Fast, Obvious Weird noise that indicates a problem
