... What does it tell you?

For me it's:

Barter = 30 (I'm a car boot sale journeyman)
Energy Weapons = 100 (seriously, I'm lethal with those things in real life)
Explosives = 70 (not many people could make an explosive out of coffee and mountain dew, but I can acheive a blast radius)
Guns = 10 (If I got a firearm, the only safe place is directly behind me. Just.)
Lockpick = 0 (I've either got keys, or I'm outside forever)
Medicine = 120 (I've just done my one-day first aid course; I'm practically a doctor)
Melee = -2 (Only a danger to myself)
Repair = 40 (Give me duct tape and it might work again)
Science = 50 (Well, I can use excel I guess)
Sneak = 0 (I'm a gorilla with feet made of tambourines)
Speech = 30 (I can talk)
Survival = 20 (I wouldn't last long in the wild)
Unarmed = 10 (I'm a bleeder)

Been a while since I booted up Fallout 3.

Here's a rough guess:

Barter - 35 (Doesn't matter, I make money easy)
Energy weapons - 43 (No likey)
Big guns - 22 (Only use the Fat Man and flamer)
Explosives - 35 (Unpredictable)
Small guns - 75 (I like bullets, sue me)
Lockpick - 75 (enough for hard locks)
Repair - 45 (no comment)
Speech - 61 (makes life easy, + with the perk that give you +30 speech if you're nuetral
Medicine - 41 (again, money comes easy)
Science - 50 (enough for average terminals)
Unarmed - 21 (Mainly for Power Fist)
Melee Weapons - 40 (no clue why)
Sneak - 37 (no interest)
