I suspect that while there won't be any democratic decision making there will be a council responsible for consulting the opinions of the population on policy decisions that are not inherently covered by Sharia, although this probably won't be elected and will only be able to advise Hibatullah Akhundzada who is the leader of the Taliban and therefore the de facto absolute Emir of Afghanistan. The Quran strongly advocates the principle of Shura, which means that Muslims should resolve matters between each other by consultation and consensus, which is interpreted differently by different islamist states and organisations. Some take consultation from through advisory councils, others only through internal bureaucracy, and some through limited democracy under the control of wholly Islamist executives and courts.

I think it can be rightly debated which president will go down in history as the "worst". It's a spot that has changed (and will change) hands many times.
But when it comes down to which president has had the worst post-presidency, I think it's going to be Trump. The only possible contender against it would be John Tyler, due to the fact that he died in 1862 while serving as a member of the Confederate House of Representatives.

I thought Trump had very little chance of going down as the worst ever US president... that is, right up until he inspired a mob to storm the Capitol. But I think even then he's safe, because it takes one hell of a screw up to surpass zero leadership whilst your country is heading towards outright civil war.

Quite a few presidents were actively complicit in atrocities and Ronald Reagan committed treason so it's quite impressive that James Buchanan and Andrew Johnson managed to derelict their duties as president hard enough that most historians still rank them as being worse.
