That's not exactly it though. If it was just demand and money, port it again.
Same difference. Highly popular game gets demands for ports each new console generation, because people keep buying it, and Capcom likes money.
Its why they ported it to PS2 after it launched as a Gamecube exclusive.

Five Four, it still didn't make the amount of cash that Capcom wanted. They pretty much went behind Mikami's back on that one (I can't exactly get mad at Capcom for that). Not to mention, sales weren't exactly that good for RE1 Remake on GC and worse. Ironic, because the PS2 port of RE4 is actually considered the worst of the console ports by the early to mid 2010s. Other than the Zeebo version, but that doesn't count.
If they want to do a little cosmetic upgrading, slap it with remaster instead of remake (or go with Skyrim's Special, Anniversary, or whatever "version" or "edition" you want to saddle it with.) You could even make some minor changes and manage to keep it RE 4. Ratchet down the QTE difficulty (I particularly hated the knife fight, I just wanted to watch that as a cutscene,) add a feature where Leon could fire while backpedaling... little stuff like that wouldn't matter. It'd probably still only be of passing interest to me, but still fine. I just don't like the idea of full on remake.
That's what the HD remasters on PC and consoles were, but Capcom chose to do nothing and leave thing as they were. Aside from adding bonus content from the PS2 and Wii versions. I am sure people wouldn't have minded the gameplay changes and improvements, but certain others would have complained. Not that I care for the latter.
Why call it RE 4, if It winds up not looking anything like RE 4? Or if they make drastic changes to the story or completely different gameplay?
Because it's a remake and re-imagining. That's how remakes usually work when it involves Capcom. Plus, they already kinda remade RE4 with RE VIII, but it's in first person (3rd person was later added as a free update and in the Gold Edition) and Universal monsters. Too bad I don't care for Ethan Winters much, and RE4Remake is coming out soon, so I rather play that instead. And if you wanna really go far back, Evil Within was basically an RE4 Remake, but combined with The Cell. Besides, like I told you before, RE4 made all that money and kept getting ported over and over, because people keep buying it. And people demanded or wanted a remake at some point. This became especially true after RE2Remake. The Remake I look forward to because they're doing something different and adding better and improved mechanics I like. There's always the original, but I don't have the fevered love for it that many have or go overboard with. I've played RE2Remake and Evil Within 2 more times than I care to count compared to my two playthroughs of RE4.
Now, to be fair. I am buying this remake. Just not for me. My niece never played RE 4 and this remake will make a nice gift for her. All her friends play is Fortnite or trendy MMO garbage, and I'm trying to introduce her to more classic style games for her to enjoy. Basically like her dad constantly exposing her to 60's, 80's, and 90's rock so she doesn't just listen to top 40 girl pop. It's going well. She loved Bioshock and Shadow of the Colossus. And then when her friends started trying to get her into MOBAs, she found them boring and kept coming to me for recommendations and to borrow retro consoles.
Excellent, and I hope you both enjoy and have fun. If she enjoys it, I do recommend RE2 Remake, both Evil Within games (though I prefer the sequel), and get her started on some brawlers, if she's interested. Streets of Rage 4 is my highest recommendation, along with the Takeover in all things brawler. Though, The Takeover isn't on Series X or XBONE, if she only has one of those two.
