That's why anime characters have larger breasts than normal, because you need to scale the breasts up. Now if you ignore the head by staring at the chest, you determine scale by the shoulder width and sternum to navel length, which is where all these chest size guestimates come from.I think it looks fine here mostly. 2D drawings can make the ludicrous look far more acceptable than when you translate it to 3D. Like characters with ridiculously long ribbons trailing behind them for example.

I like remake Tifa's design.
