Venezuela does have a specific history different than the rest of the globe, they allowed people from other countries to develop the infrastructure for their oil industry, and then seized it all without compensation, pretty much "lol, thanks for the free stuff, now leave", and that free stuff funded their government for decades, and would still be doing so successfully if they had a functioning democracy for people to want to do business with.
