It was mostly a balancing factor to keep fighters from being better at bows than rangers, the supposed bow specialist. Depending on the system and edition, I'm fairly certain there are ways to shift it to strength. In DnD 3rd edition (and possibly later), Strength could be factored in with Composite bows. While Dexterity was still used to actually hit someone, a composite weapon had a strength rating that, if you could match it, would let you apply some of your strength as well. Or something like that.
