It's all about the bottom line and control. Big publishers like consoles because the hardware only changes each generation, they have more control over content, they can sell you season passes, there's less piracy. I may not be any sort of expert when it comes to these sort of things, but even I understand that the pc market is a very different beast compared to the console market and that can be pretty intimidating for developers or publishers.
