This just goes to show how messed up our lawsystem is. We have the largest prison population in the world. But our total population ranks only 5th in the world. I still don't understand why we continue to prosecute crimes that have no victim. She took the pictures of herself and did it herself. Just report it to the parents and stop wasting the damn tax payer's money.
Technically it is distribution of child pornography. I think she'll just get a slap on the wrist. What do her parents think though? I mean she's 14! thats gotta be embarrasing.

You could get a group of 10 children, 9 girls 1 boy All under the age of 18 and the boy is the youngest.
They could all go running down the street naked and get arrested for it.
The little boy would be tagged the ringleader, charged with all sorts of crap, labeled a sex offender the rest of his life and no one would bat an eyelash.
Those girls would all be released to their parents the same night and never charged with anything. And if any of them were, the ACLU would get involved on their behalf and ignore the little boy (unless they were all charged together, and the ACLU would ask to split the trials.)
