It must lack chibis, or the chibis must actually be funny for me to watch it.
A solid plot, good voice acting and pleasant characters makes an anime watchable. That's Naruto and Fruits Basket crossed out.

Also, when the female characters don't respond to perverted males with arbitrary violence, that gets my attention. A bit of flirting makes the character seem much friendlier!

The only anime I like are Detective Conan, FMA and JoJo, but with the heaps and heaps of anime nerd drones being the people nefariously popularizing anime, I like to keep that to myself...

Anything that isn't horrible art style, and doesn't involve giant robots. I hate giant Robots. Gundam and stuff can just stfu and gtfo.

Definitely the characters, followed by the plot, followed by the ability to pull off atmosphere/mood.

Oh yeah, and awesome fights are in there somewhere.

As per the blood contract I signed after watching the Fruits Basket anime, I must commend your good taste, express disbelief over how shallow the plot (and Tohru *shakes fist at anime*) became, and recommend the manga.
