I'm probably not going to b able to use my computer often enough to join a proper RP, but I can certainly make characters for other people to use or to be used as NPCs yes?
Also if someone wants to join but their character doesn't fit, you could thrust Frank on them.
Are homebrew perks/traits acceptable? I tried to make them all relatively reasonable.

Name: Frank Rose
Appearance: Refuses to take off his power armor in public, so who knows?
Weapons: Displacer fist, Gauss pistol (It's allright if I use weapons from fallout games other than 3? if so, I would lump the pistol under energy weapons as if it were in a newer fallout game)
Other items: Suit of heavily modified T-45D Power Armor, whatever ammo you feel a Gauss Pistol should use, (Just energy cells like it would if it were in 3/NV, or something special like in 2?) wrenches, hammers, scrap metal/electronics and duct tape.
Transportation: Walking. He knows how to fix up the busted motorcycles, cars and trucks you sometimes see to work with MF cells, but prefers walking.
Tag Skills: Unarmed, Energy Weapons, Repair.
Traits: Heavy Handed, Tank. (A homebrew trait; essentially it's the opposite of the Kamikaze trait.
S.P.E.C.I.A.L.: 7, 8, 10, 5, 9, 3, 2.
Perks: Toughness, Jury Rigging (A nerfed equivalent of it that isn't as game-breaking preferably) Piercing strike, super slam, Striking points (A homebrew perk which allows you to use certain skills to increase your unarmed damage against certain enemy types. Medicine for humans, repair for robots, survival for animals etc.) Second-skin (Homebrew perk which reduces how much armor slows you down) Maintenance(A homebrew perk which reduces the rate at which items in your possession degrade)
Bio: Frank is a former knight with the East Coast Brotherhood who defected when the Brotherhood/outcast civil war started to look serious. He absconded with the items that he deemed he would need and sought his own path.
