NPC's will not notice you when you are making a racket out of there line of sight.
Things only happen once your character gets to it. (Falling rocks etc)
Enemies will not panic when you have killed off all their friends, and are approaching them with a full clip/ massive powerful gun and they cannot do anything to stop you making mince meat outta them.

if youre the protagonist, its ok to help yourself to anything and everything that you find either in the open or in peoples private places i.e chests cupboards etc. and this is not stealing coz the NPC's will assume that you need it more than they.
