Kaelyn the Dove from Neverwinter Nights 2 I believe qualifies being (half) celestial.
Don't think Aeria from BG2 would qualify, but she was the only winged elf (formerly winged, as she constantly reminds everyone) I remember meeting.
You could also consider MMO Aion as I think most players are kinda angels. I haven't played it but everything I've ever seen about it involves winged players flitting about the place, usually looking like manga japanese schoolgirls.
Also Sacred 2: Fallen Angel has a lot of angelic themes, and the player can choose to play as a Seraph (though the other classes are much more interesting).
Oooh just thought also, Too Human. That RPG that bombed some years back...didn't that have some sort of angel theme?
The persona(personas? personae? I'unno) you could use in the justice arcana in persona 3 and 4 were all angels. All with very "unique" designs. *coughbondageangelcough*

World of Warcraft has the Val'kyr, which are basically undead ghost angel valkyrie things. League of Legends has Kayle, as has already been mentioned, but it also has her sister, Morgana, who is a fallen angel. If we're just getting into things that have the pretty wings and general Angelic configuration, Smite has Thanatos, Cupid, and Freya with Nemesis upcoming.
What was the name of that big artistic sort of game? El Shaddai? That had angels I think, though if I recall correctly they were of the actual biblical variety that.. really are nothing at all like the common image. What it does bring forward is the problem of what an Angel really is - some of the original religious portrayals are more creepy and terrifying than anything modern game devs have come up with. Take the ophanim for instance - they're composed of wheels within wheels, rimmed with hundreds of eyes.
I'm pretty sure there are at least a couple Magic: The Gathering games, those almost certainly have at least a couple of the angel cards
Evangelion Angels Don't Count:
The basic premise is that there were two alien seed ships that hit Earth. One carried Adam and would have filled the planet with Angels as a general lifeform, the other had Lilith who was the progenitor of Humans. They weren't ever supposed to be on the same planet at the same time, since the two weren't compatible, so the first one shut down when the second hit. Second Impact occurred when the humans woke Adam up. Long story short, the Angels have strength of body and their S2 engines give them infinite energy, while Humans have strength of mind and technology. Basically they're just a different kind of alien lifeform, but they're not really "angelic", that's just the name. The wiki explains it more accurately and thoroughly than I can really remember on the spot, but that's the underlying explanation behind the series.
I wouldnt class Elysium as an angel in Soul Calibur she is merely the will of the blade made manifest and can take any shape the blade wants its just that shape for story reasons.
Also not sure about Devil Jin but I am pretty sure its Jin consumed by the devil gene and so arguably more a demon than angel but ofc there is speculation about Jun and her lineage so he could be a half angel technically although I dont think this is mentioned anywhere.
However if you are going to class both those as angels then I believe Dizzy from Guilty Gear would also fit the bill just as well.
Magic the gathering has a few angles, for the games Serra Angel makes an appearance (not to be confused with Serra who is a planeswalker with an angelic appearance).
