Yep, the Arctic or Antarctic would be a good choice. Somewhere with lots of damp, humid rainforests would also do well (speeding up decay rate).

I doubt that Zombies will thaw in Antarctica. In WWZ, there is a character who lived in Antarctica. He was safe from Zombies and Humans.
