I go with water as the moon has no water and its mountains have remained the same for billions of years. Just my guess.

I admit it may not be the correct answer or given answer but I do believe water soes all the the things originally put forth in the riddle. Time however at least for a body like the moon needs water and has remained unchanged regardless of time.
This thing all things devours: water can devour anything it covers. loods
Birds, beasts, trees, flowers; same as above response, floods
Gnaws iron, bites steel; rust and rust, even stainles steel
Grinds hard stones to meal; yes, look at any river bank or ocean beach
Slays king, ruins town, floods
And beats high mountain down. normal weathering process
Again this may not be the sought answer, but it does all these things.
