Looks sensible enough to me. Its pretty clear that its intended to stop people from coming in and harassing customers. Prime example, dickheads who think they have a (literally) God given right to try and "save" people through the word of the lord.

Whilst it seems stupid on the surface, I think you'll find its just a rule to allow them to kick out people trying to get some advertising out on the cheap and scaring away customers at the same time.

you're wrong, the law and police should not be involved at all in this case. Mall security perhaps, but not the police. It sets a ridiculous precedent.

The problem is that they are trying to arrest people for it, not simply throw them out.

The title of the thread implies that it's state law in California that no one may speak to anyone else in a mall, and several people appear to be running with this idea. This is not a law. This is the policy of a single PRIVATELY-OWNED mall.

Yes it's privately owned property which is open to the public. You can't just make up rules which violate pre-existing laws and free speech rights because you're on private property.

It's like me saying "Nah it's cool, I have a rule that meth is legal to cook in my house." because it's private property.
