I think as long as you don't violate any work/school policies or any laws, who cares as long as you can explain it to nosy relatives and friends. And you keep the naughty stuff away from young eyes.
Not really safe for work but it's my home PC.
I just got a new phone so I'm probably going with

Maybe I'll change it to one with her less revealing armors if I get a girlfriend who doesn't appreciate buxom anime girls.
I also got a pic of helmet less Samus looking over the horizon and a fan sketch of Rapunzel and Merida brushing their hair for my old ipad since I lend it to my mom's daycare sometimes.

I just use pictures of my cats. I think if I used some, *ahem* eye candy, I'd have more than just awkward questions to deal with.
I have pictures of my Uncle and Aunt's cats. As my phone is an extension of me, and I don't blurt out my favourite porn star everywhere, I'll not plaster her body on my phone.

Using this as my phones wallpaper (resized):
And this as my desktop wallpaper, maybe slightly NFSW:
And to keep it safe, this is my wallpaper in college (we are allowed to have a more personalised enviroment since it is acount bound and not saved to the local PC) :

It's all for personal(/private) use (only other person I would allow on my laptop is my best friend). I would say, if you're the only one who is using the PC or whatever go nuts, unless it's on your workplace or college.

Hmm? I'm not sure I see the issue.
How can you not see the issue?

The issue takes up 2 thirds of the damn pictures.

I didn't realise people were into straight up disfiguration.

Not only is that mortifyingly embarrassing, it's pretty obscene. If it was a real woman it would be mildly less embarrassing (though equally obscene) but not enough to qualify it for my phone. It says things about the owner of said device that aren't strictly positive. o.o

I usually use digital art of some sort on my screens. My phone's background is from Litening Wallpapers [https://www.google.co.uk/search?q=Litening+Wallpapers] (tho I no longer use the ROM) and my desktop is a cool, digital DNA strand/double helix [http://hdw.eweb4.com/wallpapers/2420/] with some bokeh for good measure.

In all honesty OP I do find your image very crass. I'm as much a fan of the Chinese Little Girl Panty Cartoons as the next well adjusted adult but not on anything you leave lying around. Try to avoid anything sexual, violent or rude.

I'm pretty sure its not dis-figuration.

It kinda is, considering these slithers of women are sporting breasts that would snap them in half. Not to mentions the shape.

You'd have to have a pretty warped view of women to think these stylisations are anything but grand exaggerations, erring on the preposterous and grossly misrepresentative.

Let's draw a male parallel, and the words 'kickstand' or 'duel space hoppers' comes to mind.

^ Well that is a mental image I could have done without... however I think a more accurate comparison would be a torso the shape of a fridge with a washboard attached to the front. Kick stand probably still applies though... doubly so for a dwarf. I don't think *anyone* want's dual space hoppers.

Not gonna lie OP, this thread made me laugh quite a bit. If only because I have a friend who also uses pretty much the same type of pinup anime girls as you do (large breasts/hips, skippy clothes and everything). And he uses them for more than his phone and PC, they can also be found on his Xbox 360 dash board as well. They make me extremely uncomfortable whenever I use his devices, so much so that I always use my things when I can. I called him out on it once, only because he bafflingly stated how 'tasteful' he felt his pinups were...and he was kinda embarrassed when I did. Which only made me wonder why he decided those pictures were a good idea in the first place, especially since we was so sensitive to what others felt about him back in those days.

So, yeah, I'm afraid that I agree with the majority here and say that image is pretty inappropriate. I don't like judging people before I fully meet them, but I can't help but make less than positive judgements of you (and my friend) when I see pictures like that. I rather not know what someone flaps off to by looking at their phone, sorry.

As for me, I usually just have pictures I've taken on my phone, mostly nature pictures, for my tablet and phone background. For my desktop background I usually have official wallpapers or concept art of a game I'm finishing or getting close to finish. Currently it is something from Child of Light. In the past I've had Azura's Wraith, Puppeteer, and Broken Age.

It is kinda on the edge of what I would consider appropriate in public. It's not really an issue. If people see it you might just get some odd looks. If your at work and suppose to be acting professionally it might not be wise to pull that out in front of clients (not that you would be likely be doing that anyway). I wouldn't put it on my phone...well I'm not attracted to that anyway but I wouldn't put a half naked guy posing on my phone but do what you like.

My current background is just this
Its from X-com so nothing riveting. I change them fairly often. Usually its stuff from DA or game related.

No problems with pinup backgrounds, but yours is, frankly, pretty tasteless.

Damn OP, that is way too lewd for me to put on any of my devices. I usually have pictures of my pets back home or artistic landscapes.

The bottom line is: you can use the background you want, but people can (and will) judge you if given the chance to see it.

No matter how much you think it's right or wrong, is simply how things are. So if you prefer to avoid problems with your parents, acquaintances, coworkers and anyone else who happens to have access to the device, ideally, you should use a neutral image. If you don't care about the opinion of others, then by all means, use whatever you want. After all, is your cell phone/desktop/notebook. But you will have to live with the (usually negative) reaction from other people.

And no matter how much effort you make to justify or argue that they should not judge you for it, they will do it anyway.

I usually change mine every two or three months (because I find new cool stuff, not for any "real" reason) and I don't really have any kind of limit on what I choose to set, because I know I have some weird tastes and some other people might not get them.

That being said, I never post anything that a person my age (16) would not be able to look at. While my waifus sometimes have the spotlight in some fanservice-y background image, it's never anything pornographic or hentai-ish, it's--at the most--just a really stupidly-revealing outfit (And that's at the worst, most anime backgrounds are GitS posters and cool junk like that).

I hand my phone off to people all the time and I use it a lot so it's not hard to see my background. As such, I'd never use porn as my background given that my grandma or boss could see. Not that I've ever been tempted to do that for my background. I like patterns or live wallpapers or photos of objects with a lot of visible texture. I get doing something like that for a pc, but do you honestly have no chance of anyone seeing your phone?

.....sure, put that has your phone background. Just... be aware that if people see it in public, they are going to judge you. Probably harshly. Not always, but probably. They'll think you're obsessed with sex or are perverted or something like that. Sure, you can say that you don't care about what strangers think, and that's fine. But what if your friends and family see it? They'll probably come to some opinions of you that you wouldn't like. And for god's sake don't let your co-workers or your boss see that as your phone background, if you want them to respect you even a little bit.
