Isn't assassinations supposed to be in secret, so that no one knew you were there.

Assassination just means killing a high profile person for money or political reasons.

You have basically described the Hitman series.

Anyway, a slight variation on the theme that may interest you is The Ship. It's been on Steam for years now but the game is based entirely around assasinating specific targets on a cruise liner without a) being caught and b) being assasinated yourself.
It's quite different to most FPS's and it's brilliant if somewhat left field.

Hitman Blood Money may fit what you want best, it has the most options in terms of ways to assassinate someone and the plot is about two competing assassination agencies

The only flaw I have with your idea is the no story idea. Sure its nice if you just wanna kill someone in a cool way, but if you're after immersion then a story would be nice.
The point of the game is just to kill people, like you said, which is why there wouldn't be a story. If we were actually going to make this game, I would put in a small bit of story though.
