Well, most of these were at least licensed and have a dub on the DVDs so that means an American company does have rights to them. Paranoia Agent I'm sure never made it to TV, but FLCL is a FUNimation series so it probably did once. Bebop,Trigun and a bunch of other appeared on Cartoon Network/Adult Swim at some point, though I cannot say if they ever completed the run (sometimes they cancelled early). And a fair number of these you can buy in stores, such as Best Buy and FYE which have mediocre and decent selections respectively (at least the ones I shop at. Best Buy always sucks no matter what one I go into). Also, Amazon is your friend. It really helps in finding old/obscure anime such as Beserk, which may have aired once upon a time.
tl;dr: yes, most of them have. A couple haven't, but that's what DVDs are for: direct release so the companies can save money.

My favourites are Patlabor and Appleseed (the movies). As for series, probably Death Note. There are a number of good animes that end badly (Negima, Evangelion (Ladies and gentlemen welcome to the mind-fuck), Melancholy of Haruhi Suzumiya).
Currently I'm watching Naruto, I'm up to 4:1.

Neon Genesis Evangelion would have to be my favorite anime. Though from random violence and awesome battles the Hellsing OVA is good too.

There really is no BEST in my opinions. But some of my all time favorites are...

The Original Dragon Ball
Now and Then, here and There (This made me cry)
Gurren Laggen ( My head exploded from the epicness)
One Piece
Dragon Ball Z
Grave of the Fireflies
One piece the 6th Movie: Baron whatchamacallitandtoolazytolookup ( Almost as sad as Now and Then, here and there)

probably lots I'm not mentionnig.

Senjou No Valkyria is one of my top favorites, although if anything, it's best considered a companion to the game than a standalone anime. But I like the fact that we focus more on the other characters from the game, like Susie, Edy, Homer, Marina, and even Welkin gets a better backstory. Not to mention that Alicia goes tsundere in this anime and it's absolutely hilarious.

I loved The Melancholy of Haruhi Suzumiya.

But other favorites would be Midori no Hibi (which is about a guy who gets a girl on his hand. And for some reason isn't a hentai.).

Neon Genesis Evangelion would be on the list for the ending, which blew me away.

Azumanga Daioh was FUN. Didn't really have a plot throughout the series but it was a great comedy.

It's not the best of all time, but everyone should see the genius that is Samurai 7. Especially if you've seen the classic it was adapted from.

FLCL. And I only say so because no one has made a Yotsuba& anime yet.
Monster gets pretty high up the list. I'm yet to see an anime that blows my mind though. Maybe in time.

Hokuto no Ken, also known as Fist of the North Star, though I'd avoid the English dubbed version like the plague. It's from the 80's, when dubbing was... sub-par, to say the least. The movie is... eh, the anime is amazing, the manga is better, the OVA trilogy is great, the alternating Movie-OVA-Movie-OVA-Movie series is great, the side stories are fun as all hell, and the prequel (Souten no Ken or [/i]Fist of the Blue Sky[/i]) is fun as well.

A lot of Action/Shounen anime/manga cliche's originate in Hokuto no Ken, actually.
