What probably really happened is that some guy in the news wanted a picture to go with the article and since none was released, decided to make one of his own.
Newspapers do this often to make disasters seem worse than they actually are thus selling more papers. Sometimes the descriptive text under the picture even goes as far as confirming that either the photo has been doctored or that the subject(s)are posing to make it more dramatic. As every newspaper editor will tell you sex, scandals, and drama sell more papers.
In other words there is no conspiracy only a desire to sell newspapers/attract web traffic.
