Steampunk's era; the late 19th century and early 20th century, was a time in which science took gigantic leaps. It was a time marked by a feeling of bold discovery, of a brave new world, of optimism. A world in which craftsmanship still counted for something, in which one man could discover and contribute so much.
Lots of people, including me, find that "brave, bold & beyond" feeling very appealing.

What I'm proposing is Prototype-esque world progression. In the beginning Rapture would still be pristine, everthing would be as glorious as advertised. But as time progresses, splicing becoming more and more commonplace and Atlas' organisation (and thus you) wrecking more and more havoc, you'd see the city descend into madness.
More and more people on the streets who'd splice themselves into oblivion, some of them making living weapons out of themselves, robbing and killing people, at one point there'd be rioting and an ever increasing presence of security forces until it all finally erupts into the big civil war that utterly destroys the city.
And then there's the rest about it. I'm absolutely convinced it'd be fantastic.
