While it definitely must be in the Mass Effect universe, I disagree with your first point. Nothing we have seen indicates that this character is the star of the game - he might not even be a main character. It is very likely that it'll be multiplayer-oriented game, with short singleplayer story - BioWare likes to expand it's franchises with smaller games, as shown by Dragon Age: Awakening, and recent popularity of games like Black Ops (which, on the other hand, are set in lately overused present(kinda) times) suggests that BW may want to join very profitable multiplayer shooters market.
