I hate a lot of games for this. The worst genre I find is fighting games (they're so fast-paced and counter-based). But the hands-down most frustrating example for me was Dissidia on PSP. In that game, any attack is blockable, evadable, or counterable. It was difficult to do for a player because you had to have split-second reflexes for each move. But on harder difficulty levels the AI could do it flawlessly. Why? Because your button-presses essentially impacted what the AI was doing against you as you were pressing them.
In games like Dissidia, you're essentially controlling both characters with each button-press. And it's annoying!
