Yeah I agree. Its hard to find an isolated character of any nationality. He WANTS to sacrifice the workforce of a generator, or factory, or something to kill his nemesis, but I only let him do that once. Even then, that's not really what I'd call "evil" - more "the ends justify the means", which is a mighty dick move, but not an "evil" one (protip: you don't kill anyone, you leave them to die). Other than this vendetta, he's largely an OK guy, if still a merc.
So basically, I consider him badass, and a nasty devil, but not evil.

Besides, I don't consider "the end justifies the means" an intrinsically evil concept, just a MASSIVELY dickish one, which is why it's usually only used by villains. Zaeed would be the exception. And like I said, it's not as if this is an everyday occurrence for him - this was one instance of vengeance-fueled rage, which you can help him snap out of if you wish.
