It's rap. There's the general beat and tone of voice that SCREAMS rap. And I know because I was able to listen to it for a whole four seconds longer than other forms of modern music, twelve seconds less than country.

Probably because there's something resembling rapping over the top. If there's rapping or something like it, it's rap. If there's no rapping it ain't rap. Simple as that. Artists such as Gil-Scott Heron and even Bob Dylan did affect a rap-like delivery at times so some of their stuff could be considered an early rap prototype.
And regarding the OP, yes that is hip hop. Hip hop doesn't have to be 100% rap, there is even hip hop out there without rapping.
I don't think that the 'rap' title does hip hop justice. Rapping is simply a vocal delivery technique, just like singing, screaming or whispering is. And just like those three things, rapping is used in a variety of genres of music. We don't call music that has singing in it "sing," do we? No. Then we shouldn't call music that has rapping in it rap. The stuff people are referring to most of the time is actually hip hop, which usually utilizes rapping. Just like pop often utilizes singing, and how metal often utilizes screaming or shouting.
