Radroaches from Fallout 3. They don't even attack you when you go beyond a certain level. In fact, around about the same level they stop giving you experience. There is literally no point to them after that, they just sit there as something to shoot.

Anyone without a name in Samurai/Dynasty Warriors games (including Warriors Orochi and similar). That's cannon fodder in all it's glory: Hundreds of soldiers on every map existing for a sole purpose of being slain by you.

All the regular enemies in Devil May Cry 3 seem like cannon fodder to me. As for a more relatable answer, I would say the skeletons in God of War, or the wretches in Gears.

The wretches in Gears of War 2. In number 1 the packs can present some danger to me on Insane, but I still can get through a pack of 20 in Gears 2 with my chainsaw alone.

Gretchin from Dawn of War and the 40k universe. Lovable little goblins that tote massive revolvers and run shrieking towards the enemy only to be obliterated by bolter fire.

The Card Guards of American McGee's Alice. I mean, you have a hot psycho girl with a huge sword, razor sharp playing cards, demon dice and all sorts of crazy shit on one hand, and on the other, a bunch of playing cards with a short blunt sword. Who's going to win that, I wonder? At least our hot psycho girl was given a challenge with other enemies...

The Mordor orc soldiers in the first Battle for Middle Earth game. They're free units, so one of my strategies is to make massive amounts of them to cover my base or send to the slaughterhouse. Also, Skeleton soldiers on Warcraft III are actually really useful if you have enough of them.
