I mean, CA is the developer that makes you pay $3 for blood effects every time a Total War comes out and locked Sparta behind a preorder wall in Rome 2. Anyone who didn't see this coming has their blinders on real tight.

I wonder if it's just Khorne for Chaos. I'd prefer Slaanesh myself.
According to a YouTuber I watched, they seem to just be picking and choosing whatever they feel like from Chaos. Prince Sigvald is one of their leaders, the armor and banners all match Chaos Undivided(even those in the image with Sigvald and Khorne's demons), and they think they may have noticed some demons of Khorne in the background of a picture as well.

If I understand the wording correctly, the pre-order bonus is Chaos units, not the entire Chaos playable race. Still shitty, but at least a little better.
Reports are that the game ships with four core factions: Dwarfs, Orks, Empire and Undead. Chaos is a fifth race only available through this DLC.
Researching it further, it seems you are entirely correct. God dammit. :/

The best part is I love dwarves so much I would drop insane amounts of money on this high king edition, but I'm Australian so I get an automatic fuck you instead. I know the shipping costs and such would be alarming and that's probably why they're not doing it but still. Alas.

To be honest this is even way worse than having Sparta behind a preorder wall. At least the base game of Rome 2 came with eight factions, with another 6 added later as free DLC (as well as a bunch of paid ones, because of course). This has FOUR. >_>

Can't blame you for being optimistic. But this is a Total War game after all, there's been something of a pattern in recent years. :-\

Edited after googling exact number of factions in base game for Rome 2.

Seems logical enough. If the warhammer crowd is willing to hand over hundreds for little pieces of plastic then what's a few dollars for a faction? The people coming from the 'total war' crowd have already been lost to the unhistorical setting, magic, nonsensical gameplay (fights happening too fast for anything other than 'all in' tactics, units only routing after ridiculous losses, cavalry charging a gun unit head on and easily winning in the orcs v humans gameplay vid) and the fact that the developers seem much more interested in unit porn than they are in gameplay.
