I mean, it could be a matter of failure in the private sector, because psychiatry isn't profitable. All governments are constantly struggling to determine what their responsibilities to society are. Of course, the CCP is a particularly shitty government, but this particular problem isn't unique.

In any case, you'll find problems of this level in every country, just in different things. If you're so eager to hate on China, just concentrate on the real problems, like omnipresent government corruption and the epic gap between the rich and the poor.

According to the paper, witnesses said the 32-year-old father was walking with his naked son and 4-year-old daughter on the street Thursday when he commanded the boy to bite his penis.
When the boy refused, the man attacked him.
