No, this is actually lightweight for China, home of the mobile execution chamber. Basically what China has are these vans that are set up as execution chambers. They claim to the world that this fleet of vehicles is used to drive around to prisons, bring people out, and kill them in the vans instead of in the prisons which makes like zero sense when you think about it. Apparently the actual use is where the goverment will arrest people, strap them into the death chamber, have a judge conduct a trial via the inside communications equipment, and then kill the guy in the van and harvest his organs, which is the whole point of the "death van" so they can efficiently harvest organs and get them rapidly into storage.
I've posted links to articles about it, if you do a quick web search for "Chinese Death Vans" you'll wind up with a bunch of hits going back to I think around 2004. The articles range in quality, some treat it as legit, others talk about the organ harvesting, and some talk about the internal communications suite being used for trials, while others insist it's simply to ensure that the executions are conducted according to law.
In the end though what it means is that your over the top fantasy scenarios like in the old "Knight Hunters" anime, with organ harvesting seriel killers prowling the streets with modified vans to steal kidneys and the like, are actually true in China, except it's not some kind of deranged seriel killer or amoral black market operation, it's the goverment.
Put into perspective, that makes this allegation about the Chinese prison system incredibly lightweight. This gold farming scheme being roughly the equvilent of some of the things here in the US with wardens hiring out inmates to perform construction and such and pocketing the money, or making sex tapes for sale with the inmates of a women's prison (well more similar to the former than that latter which is a substantial step up).
