They alienated Masato Kato, the guy who wrote most of the overall story.
Yuuji Horri, one of the head designers, has a contract stating that he only works on Dragon Quest Games.
Hironobu Sakaguchi will probably never work for Square again.
They could probably get Yasunori Mitsuda (Soundtrack guy) again, but he's just the composer and while important, would not make the game great by himself.
The best they could do is assemble a new "Dream Team" to work on one, which I guess is the problem.
Well, here's the thing: The majority of the original team (sans Horii-san...though I must correct: His production company is under exclusive contract to work for Square Enix, which does not explicitly mean DQ games only) is working for either Monolith Soft (majority of the development team, Yaz to a certain extent) or Mistwalker (Sakaguchi and a few others). Kato-san, though he has been alienated by the company, still worked for SE up until very recently as a freelancer. Long story short, a joint MS/MW effort with Masato Kato could do the trick. Further, given that MS released Xenosaga, the series of which Square's Xenogears was intended to be based on, through Namco, it's not that far of a stretch to release the game under a different company.
The only problem, however, is where these two devs stand. Mistwalker, for all intents and purposes, is controlled by Microsoft (though they have and will continue to release work for the DS) (M$ is their bankroll). Monolith Soft, on the other hand, is 83% owned by Nintendo (with 13% owned by Namco). In order for the situation to work out, a middle ground would have to be struck. Likelihood being, a joint effort would be for the DS. The other two problems are acquiring the trademark rights (at least in Japan), and the whether it would even be worth the effort, given that Chrono Cross was released almost ten years ago. A lot of us may be hardcore fans of the game, but even with this re-release, it will not likely motivate either MS or MW to work on that game on any level.
I feel what's likely to happen, if it does develop, is take a Mother 3 approach with Kato/Sakaguchi being the equivalent to Itoi. But even there, there was actual development of that game for the N64 before it collapsed and resurfaced on the GBA 12 years after Mother 2/Earthbound (8 years after the initial cancellation of Mother 3/Earthbound 64). Here, it's been speculation, rumors, and trademark rights. Granted, Kato, Sakaguchi, and Yaz have expressed interest, but has anyone else?
