Emulators are fully legal, as far as I know. It's illegal to download ROMS, or the actual game. With emulators like PCSX, you can either play from a standard disk (either original or ISO disk) or an ISO. So, if you have those games on disk, you can play them, legally.

Ah, I don't have any of those on disc in the first place, although, if I look into how and whether these emulator things would work for me, maybe I can start tracking some down.
It's pretty actually great to use if you want to play old games that you have laying around but don't have the machine to play them. Also, you can find some PSX games on Amazon/Ebay. The used/less popular ones are far less cheaper than sealed copies.

Silent Hill HD collection.

While they didn't love us enough to include SH1 it does have 2 and 3 which are pretty decent games.

I'd avoid the HD collection like the plague, they've done a terrible job with both of those games, it is depressing. You're much better off getting copies of the originals. It'd be cheaper too (I think).

Speaking of Silent Hill, I really dug Downpour, I'd give that one a look. It'd explain what I liked about it but, eh... I started a thread on it, have a look there.

"Horror" as in games that are scary or "Horror" as in bad? I'm just going to assume you mean the first one, skip any comments about Big Rigs or ET and move on.

Half-Life is the first, and so far, only game that has ever gotten me at all freaked out. That's the one Valve should be labeling as a survival-horror game. Left 4 Dead lacks both of these genres. (You can get Half-Life on PlayStation or PlayStation 2. Your choice.)

Maybe Dead Island. I haven't played it myself. I hear some say it's awful and some say it's amazing, so, it's got to be one of those really out-there-sort-of-unusual types of games.

The Silent Hill series also seems rather good. I'd recommend getting the originals, rather than the recent titles or HD-remakes.

Then, there's also the Metal Gear games. Particularity Metal Gear Solid. Now, I know some of you people are going to call this one a stretch, but, horror doesn't just mean freaky monsters, shadows, infections and all that. There's the dread of being spotted, trying to keep quiet and completely unnoticed. Plus, it's also got this guy: http://www.youtube.com/watch?v=ayZG-RJCUYs

You can get RE4 for $20 on xbl. Ehh?

Maybe Alan Wake? And there's an excellent Alan Wake arcade game Alan Wake: American Nightmare for $15 on the xbla. There's also Limbo on the arcade but that's not really horror either. RDR: Undead Nightmare. Left 4 Dead. And I'd vouch for Singularity and Wolfenstein in the "horror fps genre".

Operation Raccoon City would be a streeeeeetch but if you're desperate for some horror... just buy a gamecube and Eternal Darkness... haha

Edit: Oh yeah and I'm pretty sure Call of Cthulhu plays on the 360, I'd check that out if you can.
