The difference is that FPSes are not consistent, an MMO is. Games are not made then closed. The game remains open on a server. Maintainence is needed if values need to be reset, things need to be moved, if something like a monster spawn goes bad, stuff like that. An FPS resets this whenever a match ends due to just reloading a clean map, which MMOs can't do to remain consistent for everyone in them. And most companies won't just do Xbox Live. Thats 50$ a year, only to Microsoft. An MMO makes about 144$(12$ minimum I've seen) a year per person on their own plan. Only using Live, their only profit is through game sales basically.

Final Fantasy 11 does not require an xbox live gold account to play.
