It sounds like NOC overheard someone humming a tune or singing and memorized it partially. The second half feels more like an attempt at mimicking speech, instead of song.

That's what I expect the First Contact to sound like.
It'd be really interesting to experience human kind from an "outsider's" view, and this is propably the closest we'll get in the near future.
