I suggest you check the Public Domain Super Heroes Wiki [http://pdsh.wikia.com/wiki/Public_Domain_Super_Heroes] for a list of heroes from the forties that had fallen into the public domain. There are some rather laughable hero concepts on there. Maybe not outright comedy, but some are quite silly. Such as Bouncer [http://pdsh.wikia.com/wiki/Bouncer], Captain Truth [http://pdsh.wikia.com/wiki/Captain_Truth], Dart [http://pdsh.wikia.com/wiki/Dart], Flamingo [http://pdsh.wikia.com/wiki/Flamingo], Flying Fist and Bingo [http://pdsh.wikia.com/wiki/Flying_Fist_and_Bingo], Iron Skull [http://pdsh.wikia.com/wiki/Iron_Skull], Kangaroo Man and Bingo [http://pdsh.wikia.com/wiki/Kangaroo_Man_%26_Bingo] (Bingo must have been a common name back then), Nature Boy [http://pdsh.wikia.com/wiki/Nature_Boy], Nightmare and Sleepy [http://pdsh.wikia.com/wiki/Nightmare_and_Sleepy], Red Torpedo [http://pdsh.wikia.com/wiki/Red_Torpedo], Sparkler [http://pdsh.wikia.com/wiki/Sparkler] and Tumbler [http://pdsh.wikia.com/wiki/Tumbler].
This is hardly an exhaustive list of super heroes that were kind of silly from the era.
