Burnt face-man, hands down. He's not only useless, but an annoyance. Also, the worst villain is a tie between have-a-nice-day man and taps-man. TAKE THAT YOU BURNT SHIT GAY FACE!
I suggest you check the Public Domain Super Heroes Wiki [http://pdsh.wikia.com/wiki/Public_Domain_Super_Heroes] for a list of heroes from the forties that had fallen into the public domain. There are some rather laughable hero concepts on there. Maybe not outright comedy, but some are quite silly. Well, until a few months ago I would have said Cypher, a mutant who's power is to know all language, but they've recently made that power bad-ass (movement is language, so he knows every fighting skill on earth, and knows how to read your every move as you're making it. Aquaman had super stregnth and stuff. He wasn't the best, but fr from the worst. When it comes to over rated poor heroes, I'd go with Batman and Captain America. Every member of the JLA could whup Batman, and every other member of the Avengers should be able to whup the Cap.

Honestly, I think it's Superman. Think about it, the guy is impervious to bullets, heat, electrical shocks, explosions, falling from high places, etc, he can fly and run really fast. But what is his weakness? A little green rock >>
That's the problem with superheroes who have too many abilities, gotta have some really obvious weakness to balance it all out
