In The Elder Scrolls 4: Oblivion, the AI considers lots of completely innocent and innocuous acts to be criminal. Like picking up something you just knocked off someone's table. It's really preposterous because the guards all say the same dramatic sound clip for every offense ("Stop right there criminal scum!!" >:[ ), will kill you for not complying regardless of the circumstance, and always know of the crime as soon as it happens (even is they have to run from the other side of the city to find you), then descend on you as if they'd just been waiting outside scrutinizing your every action through the key hole. This is complicated by the fact that the pickup command is the same button you use for talking, activating things, and opening doors or whatever. Plus, the NPCs have no survival instinct and will sometimes walk right into your cross-hairs as you're trying to shoot at a tree or something.
