If they were against he idea, yes. For the lulz.

But really, I'd tell them to dress how the hell they want, and that it's not up to me. As long as they're good.

Sadly, emotional abuse tends to be either not illegal, or exceedingly hard to verify and convict. I would assert that violently beating a child includes emotional abuse on top of the physical abuse, so equating them doesn't quite work. It's like asking, "Is kicking you any different than kicking and hitting you?

I would never use cross dressing as a punishment as I don't see it as a negative and I wouldn't want my kids to think of it that way either. Punishment should be an additional chore and/or removal of a benefit that relates to the offense. (i.e. you spilled food all over the living room floor. Now you have to vacuum and use carpet cleaner on the carpet in there you're not allowed to eat food in the living room for a month.)
