Once you match two immensely rich countries where the only theatre which would experience a massive difference is a full scale war due to population, reducing the numbers to an elite squad of agents trained by two rich powers with access to the same level of technology is a fair fight.
The point is, that after a certain point you can't quite get significantly better if you are two highly developed nations. Outside of full scale war of course.
Roman would win for the same reason the Spartan won, the big shield. The samurai has no way to best the shield and armor of the Roman (very few samurai actually used a kanebo since they were so heavy and had a large recovery time) while the Roman could easily get by the samruai's very light armor (if a slashing weapon can best it, a piercing weapon can easily and the gladius was meant for stabbing attacks).Seriously, I want to see Samurai vs Roman Warrior.
Guns is why. The knight's armor allowed him to not be shot down while a ninja doesn't have that luxury. That episode also grinds my gears. Only 1 pirate weapon could penetrate the armor, and it didn't do it very well. Plate armor+ring mail undercoat+cotton padding to soften blunt impact+kite shield=no damage to the knight. A fully armored Spartan versus a ninja?! That was not even a fair episode.
