have you tried to load windows from "Last Known Good Configuration"?

EDIT: sounds like you need to do a system restore

I tried Google, but all it gave me was to reboot using the Windows CD. Which I can't. Because my laptop has no CD input.
Windows came preistalled.
Load it from a USB? I never used a usb to load windows, but i know its quite possible. Find a way to get windows on the usb

This happened to me on Vista a few times.

What I did was open up my PC and make sure everything was connected nice and tight. After I tried that it worked.

It would also be a good idea to clean out any dust thats inside it.

Office pc or personal pc? If the latter, reboot and press DELL during startup to access the BIOS, check under the BOOT tab what the order of devices is to boot, switch your cd/dvd-rom above your HD, now put your windows cd/dvd into it, save& quit the bios settings, wait for the reboot to work and it should start up from the cd/dvd-rom.

- The other problem might be a buggy anti-virus that tries to scan your memory or root files and for some reason locks up (had it myself).
- Another one could be broken memory, which explains your pc crashing even in safe mode.
- and if all those are faulty, its probably a driver problem, which is common to Windows based pc's.

If you have any important files on your computer look into using a Linux Live USB distro to find them and copy them across to a save place e.g. another USB pen. You should still be able to boot that and retrieve those precious files before you have to wipe everything.

Ahh XP...You've clearly had this one for a while, time to put it to rest I think. Had a good run. My old PC died the other day, so I smashed the fucker to bits with an old 4 iron good times

no disk drive and its a laptop ^.^

however this method should work with a USB stick instead.

Something similar like that happened to my laptop.

I just hard shut down, turned it back on and it was working normally. Turned out it was a virus that caused the long load time I got rid of it and everything was back to normal.

Sorry though, I have no idea what to do for your situation.

This. My money is on faulty RAM. It could be a plethora of other things, though. Try reseating your RAM, if not, then find out what kind you have and buy another stick off ebay or from Crucial.

Mybad about not seeing the lack of a disc drive, but as mad825 pointed out, the same idea roughly works for USB aswell, depending on your windows version tho, since you need SP2 for WinXp for bootable USB to work, if i recall correctly.
Getting your WinXp image on the USB is a whole different ballgame tho, because even if you make a bootable USB, it might still ask for original files residing on the CD.
However as i've never tried using or making a bootable USB, you shouldn't quote me on that.

Could be faulty ram, corrupt installation or hdd error.

If you've got more then one stick of ram in it, remove all but one (make sure you keep the current stick in the #1 slot) then try to boot, if it fails cycle through them until you either run out or it works.

If this fails error check the hdd, have a look at your hdd manufacturers website for software or try running the windows utility.

Edit: Oh, it's a laptop, ignore the first bit. Could be worth trying to reseat the ram though.

Does your laptop hd have a seperate access panel at the bottom? Usually a rectangular area with 1 or 2 screws and a logo or icon indicating its the HD area.
If all else fails and the files are that important, you could take it out, put it into an external laptop hd casing with USB compatibility and connect it to a desktop pc so you can backup your files.

But you still boot the Linux insdead of Windows, and not over it, right?
Yes but you don't need to install with Live USBs and Live CDs you can just boot straight from the USB pen without installing anything. If you want one easy to use try looking up Linux Mint. Not sure how well it deals with copying large amounts of data from fat32 though. Worth a try though by any means.
